东南丘陵区“四库”生态茶园建设探析理论逻辑、实践路径与发展对策

  • 摘要: 东南丘陵地区作为我国茶树栽培的重要区域,凭借其特有的亚热带季风气候、充裕的山地资源以及种类繁多的土壤条件,为茶树生长创造了优越的自然环境。本研究以习近平总书记关于“森林是水库、粮库、钱库、碳库于一身的大宝库”的科学论断为基础,将其内涵拓展至茶园生态系统,进而建立关于“四库”生态茶园的理论逻辑框架。通过总结福建省安溪、武夷山、平和等地的具体实践模式,系统探讨了“茶林共生-立体种植-土壤改良-绿色防控-多元经营”这一整体性生态茶园建设途径。山区“四库”生态茶园的建设,能够有效促进水源涵养、生态产品供应、经济价值实现与碳汇能力增强之间的协同提升。研究指出,“三茶”(即茶文化、茶产业、茶科技)统筹理念为山地“四库”生态茶园提供发展路径。科技助力保水固碳(水库、碳库),产业提升综合效益(钱库、粮库),文化倡导绿色生产。“四库”是“三茶”统筹的生态价值体现,二者相辅相成,共同践行“绿水青山就是金山银山”。要以茶文化凝聚灵魂、以茶科技注入动力、以茶产业夯实根基,将“四库”理念贯穿于山区现代生态茶园规划、建设与发展的全过程。通过体制机制创新、科学技术集成应用以及产业链的延伸与拓展,旨在全面推动东南丘陵区茶产业实现从单一经济产出到多元生态系统服务价值的转变,从而为丘陵山区乡村特色产业振兴与生态文明建设贡献理论思考与实践路径。

     

    Abstract: With subtropical monsoon climate, abundant mountain resources, and diverse soil conditions, the southeastern hilly areas in China are ideal for the growth of tea plants and indeed pivotal for the agriculture development in the nation. President Xi Jinping viewed forests as a grand repository of water, food, wealth, and carbon resources, which he descriptively named it “Four Reservoirs.” Truly, the vision can fittingly be applied to ecological tea farming in hilly regions. To extrapolate the concept for practice, this article formulated a theoretical framework and utilized the past experiences of the industry at Anxi, Wuyishan, and Pinghe in Fujian Province to explore plausible venues in building a “tea forest” that is operated under the green and ecological principles of symbiosis, vertical planting, soil improvement, green pest control, and diversified management. The system development would synergistically achieve the goals of water conservation, providence of eco-friendly products, sustainable economic growth, and needed carbon sequestration, materially making four “reservoirs” out of the lands. Meanwhile, by following the “Three Tea Integration” principle for the industrial development, this study aims to achieve simultaneously the green and ecological idealism, industrial development, and technical advances on water retention and carbon sequestration. In the end, the “invaluable assets of lucid waters and lush mountains” could be realized. Moreover, the implicit tea culture teaching would unite spirits of visitors, the evolving tea sci-tech would usher in innovation and advancements, and the flourishing tea industry would foster social and economic progress in the regions. With the theoretic framework and pathway proposed in this article, hopefully, a transformation from a singularly purposed economic operation to a multifunctional service provider of the tea industry would become a reality, as the southeastern hilly regions turn from wilderness to ever-productive lands of the future.
