Abstract
Based on the “Sancha” principle—integrating culture, industry, and technology for the development of tea business, this article analyzes the corporate organizations, cooperation mechanism, technical and enterprise platforms, and public policy support associated with the program in Fujian Province. Proposals to promote a high-quality tea industry under the “Siming Directive”, “Liuhua Operation”, and “Bayao Interorganizational Relation” were formulated. Aimed to assist meeting the practical needs in execution as well as the goal of future advancements, recommendations on pedigree cultivars selection and breeding, efficient production and ecological cultivation, innovative “Sansheng Tea Garden” establishment, premium tea quality assurance, advanced processing technologies, modernized enterprise managerial system, new products for broadened market, and cultural heritage capitalization are presented.
