农业新质生产力促进茶产业高质量发展思路与对策

Strategic Measures for Tea Industry to Implement Quality Agricultural Production Directive

  • 摘要: 新质生产力的发展对经济社会建设将起到积极的推动作用,因地制宜发展农业新质生产力将有效推动农业农村现代化建设。本文系统介绍了农业新质生产力的内涵与主要特征,深入分析了茶业科技创新发展成效与趋势,探讨了茶业创新创业融合发展的主要思路,因势利导提出了茶业新质生产力与促进高质量发展的对策。研究表明,农业新质生产力在茶产业中的应用具有广阔前景,通过科技创新、产业创新和人才培养等措施促进茶产业高质量发展,具体提出了坚持与时俱进,不断强化茶业新兴学科建设;坚持目标导向,不断提升茶叶种业创新能力;坚持科技创新,不断深化绿色生产技术研发;坚持多元开发,不断拓展茶叶产品精深加工;坚持转型升级,不断推进节本增效体系建设;坚持人才培养,不断壮大“新茶农”队伍等6个方面对策建议,力求为有效推动茶产业的高质量绿色发展提供借鉴与参考。

     

    Abstract: The recently announced directive of developing high-quality production by the central government will immensely advance economic and social progress for the country. Being tailored to local conditions, the directive will undoubtedly help guide the agriculture growth and revitalization in addition to industrial modernization in rural communities. This article summarizes the core instructions of the directive and, after an in-depth analysis of the national tea industry, shares with our readers some strategic measures for building quality-oriented manufacturing operations. Studies suggested that implementing the guidelines provided by the directive would facilitate the tea industry in a broad spectrum of aspects. For instance, advancements in scientific, technological, and/or managerial arenas as well as personnel training and talent recruitment are bound to directly benefit product quality and productivity improvements for a business. This article proposes six measures to foster such progress: (1) open enrollment for students at schools and recruit talents at research institutions with newly established state-of-the-art scientific programs; (2) encourage creative, goal-oriented in-house explorations at business and educational entities; (3) support R&D applying green technology; (4) generate value-added products through diversified channels; (5) emphasize continual upgrading on operational efficiency and cost reduction; and (6) cultivate teams of "new-gen farmers" at plantations and factories.
