“三茶”统筹背景下“小而美”茶旅业态可持续性评估与优化基于福建省的案例研究

Business Sustainability of “Small Yet Beautiful” Tea Tourism Evaluated and Optimized based on Industry’s Experiences in Fujian

    目的 在“三茶”统筹理念与2026年中央一号文件关于发展“小而美”文旅业态的政策背景下,构建适配微型茶旅业态特征的可持续性评估工具。
    方法 基于可持续发展理论,建立包含资源活化、文化体验、经济韧性、生态承载和科技赋能的五维评估模型(18项指标),采用层次分析法确定维度权重。以福建省9个“小而美”业态为样本,通过实地观测、平台数据抓取和半结构化访谈获取数据,依据业态不可复制资源的类型划分经营类型,并分析同类型内部的绩效分化。
    结果 9个案例综合得分区间为3.25~3.83分,均处于“良好”等级。五个维度得分呈三个梯次:资源活化与文化体验领先,经济韧性与生态承载居中,科技赋能最低且分化程度最高(CV=0.40)。基于不可复制资源的类型,案例可归为技艺传承型、文化空间型、场景体验型和生态民宿型四种类型。文化空间型得分均值最高(3.62分),生态民宿型最低(3.33分)。同一经营类型内部存在不可忽视的绩效分化,文化空间型内部极差达0.43分。不可复制资源的市场转化效率比资源本身的稀缺程度更能解释可持续性差异。
    结论 “小而美”茶旅业态整体具备基本的可持续能力,但存在明显的结构性分化。运营能力是资源价值释放的关键中介变量,不同类型业态面临差异化的瓶颈,需分类施策。

     

    Abstract:
    Objective The “Small Yet Beautiful” projects implemented in Fujian Province under the promotional tea tourism program were scrutinized on their long-term sustainability with suggestions for improvements.
    Method Tea tourism aims to promote the tea business, and the “Small Yet Beautiful” projects was designed to follow the national directive of Culture-Enterprise-SciTech Coordinated Development of Tea Industry (aka Three-Tea Coordination) and the governmental policy announced by the Central Document No. 1 in 2026. A five-dimensional model based on the sustainable development theory that encompasses resource activation, cultural experience, economic resilience, ecological carrying capacity, and technology empowerment with 18 observable indicators was established as a tool to assess the business operation. The analytic hierarchy process was employed to determine the dimension weights in evaluating 9 randomly selected “Small Yet Beautiful” projects carried out in Fujian. Field observation, platform data extraction, and semi-structured interviews were conducted to collect data for the study. Relevant businesses were classified according to non-replicable resources, and performance differentiations in same classification obtained for analysis.
    Result The comprehensive scores ranging from 3.25 to 3.83 of the 9 projects were in the “good” grade. The 5-dimensional assessment weighed the businesses in three tiers of (A) leading on resource activation and cultural experience, (B) medium on economic resilience and ecological carrying capacity, and (C) low on scientific and technical empowerment and high on performance differentiation (CV=0.40). The operations were classified on the basis of non-replicable resources into types of craft-inheritance, culture-display, scene-experience, and eco-lodging. The culture-display type received the highest mean score of 3.62, and the eco-lodging the lowest of 3.33. Within the same class, notable differentiations in performance were observed. Of which, the culture-display type was most diverse with the highest rating of 0.43. It appeared that efficient conversion of non-replicable resources for market demand, rather than scarcity of natural resources, could better explain sustainability of the business.
    Conclusion The “Small Yet Beautiful” tourism program to promote tea drinking and associated entertainment activities merited promotion, as it represented a sustainable potential. However, significant differentiations existed in practices. Ability of an entity to effectively utilize and release the latent value of available resources was the determining variable. Since each enterprise faces different obstacles, optimization strategy for individual business needs to be specific and designed according to locality, target customers, and available resources. To map a functional plan, it will require a thorough analysis based on extensive sampling.
